Andrew Solomon

Andrew Solomon has more than a decade of experience conducting fieldwork and managing rule of law-oriented projects throughout the world. Prior to joining BlueLaw International, where he develops doctrine for justice and security sector reform, Andrew was Deputy Director of the Brookings IDP Project. He has also held senior positions at ASIL, ABA/ROLI, OHR and UNHCR. In addition, he has been deployed as a legal analyst in more than 15 election observation missions throughout Eurasia. Andrew serves as Vice Chair of ASIL’s Transitional Justice and Rule of Law Interest Group. He also sits on the Council of Experts of USIP's International Network to Promote the Rule of Law and is a member of the Hague Rule of Law Network. Andrew received a J.D. from the Catholic University of America; a M.A. from American University; and a B.A. from Temple University.
Rule of Law expertise
- Design and implementation of justice and security sector assistance programs in post-conflict and fragile states, with a focus on access to justice and public administration reform
- Strengthening legal frameworks for the human rights protection of internally displaced persons and others adversely affected by conflict and natural disasters
- Administration and observation of elections in emerging democracies and post-conflict states on the basis of international standards and leading practices

Top achievements
- Managed design and implementation of the Legal Profession Reform Index, while also contributing to development of other ABA/ROLI assessment tools including the Judicial Reform Index, ICCPR Legal Implementation Index, and the Detention Procedure Assessment Tool
- Directed ASIL’s Judicial Education Program which provided judges and court personnel from the US and around the world with resources and tools for understanding an increasingly internationalized legal landscape and for effectively using international law when it arises in their courts
- Published research to promote greater use of judicial mechanisms and transitional justice mechanisms to combat and remedy internal displacement of civilians during armed conflict
